California's Updated Title 24 Solar Mandates

In 2023, the California Energy Commission (CEC) announced updates to the Title 24 solar mandate. These updates introduce new stipulations for solar photovoltaic (PV) systems, battery storage, and electric vehicle (EV) charging stations. The new laws mandate modifications to help boost renewable energy adoption in new commercial construction projects.

The New Rules 

The revised codes broaden the scope for installing solar PV and battery storage systems across California starting January 1, 2023. The policy outlines specific updates for various commercial buildings. 

Additionally, there are mandates for newly constructed low-rise multifamily dwellings. These structures must be equipped with electrical frameworks to facilitate battery system installations. Ultimately, implementing these standards is an attempt to incorporate on-site solar energy and reduce dependence on fossil fuel-generated electricity. 

Specifics include: 

  • Low rise multifamily structures must install solar PV and be “battery ready.” 

  • High rise multifamily structures must install both solar PV and energy storage. 

  • Low rise multifamily structures must have 10 – 25% of their parking EV capable, depending on the structure. 

  • Commercial buildings will require EV-capable parking. The number of spaces will depend on the total number of parking spots.

The Title included a mandate for photovoltaic (PV) systems and energy storage on new non-residential buildings, including multifamily structures. The requirement for solar PV systems installed in newly constructed buildings began on January 1, 2023, affecting buildings of varying types. 

California has been progressively implementing solar mandates. Its last update was in 2019, and it has gradually passed more regulations. The California Energy Code was established in 1978 to address energy consumption issues, leading to building energy efficiency standards. The 2022 edition of Title 24, based on international model codes, took effect on January 1, 2023, influencing various aspects of building construction.
